San Miguel Power Association: SMPA net-meters with monthly banking of excess kWh (separate on-peak and off-peak banks on its default time-of-use rate); the commercial size limit is not published online, and systems beyond net-metering eligibility can sell to SMPA as qualifying facilities at $0.03361/kWh. Demand-metered commercial classes pay $18.00/kW (from December 15, 2025), and small commercial can choose a time-of-day peak-power rate with a $3.50–$5.00/kW charge instead. SMPA pays a small commercial PV rebate — $0.10 per watt up to $1,000 — on member-owned systems.
Delta-Montrose Electric Association: DMEA offers net metering to every rate class through dedicated schedules (small commercial, large commercial and industrial), but since February 2021 banked and excess kWh are credited at DMEA's posted avoided cost rather than the retail energy rate — so a system sized to self-consume beats one sized to export. Small-commercial rates carry no demand charge; large commercial pays $13.85/kW on a 30-minute peak and industrial $18.44/kW (2026). DMEA left Tri-State in 2020 and buys from Guzman Energy; it publishes no solar rebate.
Territory lines follow feeders and substations rather than town limits, so the county-wide picture (by land area: San Miguel Power Association ~97%, Delta-Montrose Electric Association ~3%) can differ from your address. The utility name on the bill is the one that counts.
Demand charges: the half of the bill panels don't fix
Most commercial electric bills have two parts: energy (kWh) and demand — the highest 15- or 60-minute draw in the billing period, billed per kW. Solar reliably cuts the first. It cuts the second only when the peak happens to land in full sun, and one cloudy afternoon lets the peak through. For buildings with sharp peaks — restaurants, workshops, cold storage, irrigation pumps — a battery programmed to shave the peak is usually what makes the numbers work.
